Black squares in the road

This has been bugging me for ages.

In my area there have been strange black squares on the road. These squares look like the bottom of traffic cones, they are placed in the middle of each side of the road and are seen on all kinds of roads. They are bolted into the ground.

What are these??????

they are fixing plates for temporary road bollards  the long stick like kind

So why do they put them in the middle of the road and I don't mean on the white line in the middle. I mean when you drive along the road you drive over them, they go under your car in the centre of your vehicle. Why would they put bollards in the middle of the lane?

they have probably pre layed the bases to use in a future contraflow ie; if they were resurfacing the road this is why you are driving over them
