I don't know how people manage to prove damage was caused by a specific location but they do manage and the law states an unacceptable hole on a road and pavement. But I had a strap ripped off my petrol tank which could only have been caused by a road hump, and discovered councils also pay out thousands a year for damage they cause, on top of the £10,000 or so each hump costs you and me. So humps have fixed costs plus pretty massive variable ones which put the council taxes up for everyone for absolutely nothing, and wear out the suspension of every single car which has to suffer them on a regular basis as they were not designed for horizontal (as opposed to diagonal) movement.
