I think we may be about to witness something extraordinary with regards to the USA election.
It would appear that two years ago, Trump declared a “national emergency” to deal with foreign and domestic election interference. It was enacted under an Executive Order called “Executive Order on Imposing Certain Sanctions in the Event of Foreign Interference in a United States Election” and was signed by him on 12th September 2018:

In essence, this gives him unprecedented powers to investigate and prosecute electoral fraud.

I presume you're talking about the “Distributed News” link? If so, I agree that I'd never heard of them before today. However, the other link I provided was to the actual Executive Order so that does exist and what it says is fascinating.

I did think Trump might be able to declare martial law or 'interim special measures' - 'they' can but "they" are a strictly defined set

I have read the EO. While I agree that there's no direct provision in it that says that the President can declare an election invalid, what can happen is that if widespread vote count irregularities are uncovered, the individual Secretaries of State cannot certify the vote count. Since this most be done prior to the 'Safe Harbour' deadline of 8th December 2020, they're potentially going to have a problem if – and I do mean *if* - the Trump administration can demonstrate widespread vote count malfeasance.

I wouldn't put too much faith the Associated Press article being on the level any more than I would believe Fox News or CNN. I'm not saying they're wrong in this instance but what I am saying is that just because the AP says something is true or false does not necessarily make it so.
I think it's wise to keep an open mind about this one.

I'm not sure that this EO helps Trump, though, since it seems targeted at external interference, and he has spent a lot of his time recently alleging *internal* interference.
Presumably, this is also why it hasn't occurred to him to mention this EO himself, as a tool to defend himself from the "rigged" election. I'm sure he'd be all over a potential legal mechanism that would help his 'case', especially considering the rest of the legal action he and his campaign has tried, and failed, to push.

Possibly. However, if what I have read is correct, the Dominion voting system is a Canadian owned company so it would fall into the category of foreign interference.
As to why he has been less visible than usual (barring the tweets), there are two explanations as far as I can see. The first is he knows he's lost and his ego has taken a battering so he's keeping his head down. The second – and most likely in my opinion – is that while the investigations are ongoing, the wisest course of action is to do and say as little about them as possible. As someone with experience of court cases and investigations, it's best to keep quiet while they're in action lest you prejudice the outcome.
It's difficult to know what to make of this. It's easy to dismiss this story as nonsense as some on here have. But let's not forget that the Democrats spent around two and half years at the cost of over forty million dollars trying to prove Russian collusion with the Muller Report. It came to nothing since it was entirely based on fraudulent information. They then impeached Trump (with literally zero evidence) and that came to nothing. Let's not also forget that voter fraud / election rigging has a long and well documented history in some states of the USA. The accusation that vote count malfeasance occurred is not being made without precedence. It's certainly not beyond the realms of possibility that a certain contingent of the Democrat Party have been planning this for four years.
