You appear to be under some weird misapprehension that atheism is about blaming god for the world's problems. It isn't any such thing. Atheism is a rejection of the very notion of god. Atheists simply don't think that "he" exists at all nor that "he" has ever existed. Do you understand? You don't have to believe that something exists in order to reject it.
Your above statement basically says that in order to argue against the literal existence of, say, the tooth fairy, one has to first accept the notion that the tooth fairy exists. That's an absurd suggestion.
