Does anyone know of a phone for oldies that can be accessed by voice and phone calls can be initiated by voice.

Not an IPhone but a cheapie

it would need to be a smartphone.  they aent paticularly cheap.  Will the person need to do it outdoors as well as ay home?

You should be able to do that on any Android phone by saying 'hey Google, call Joe Bloggs'

If you have a phone in mind we can check that it has that ability.  Or give us more info about what the phone will be used for, how big the screen should be, the style....

if they already have a phone, link it to an alexa and you can do it that way (unless they need voice activation outside the house too)
